consult a Medical man. However I sat next to the ship's Doctor

(Dr. Graham) at table and he noticed my lack of appetite and

suggested a tonic. I thanked him and accepted. He was very good to

me through the voyage in this way and when nearing Singapore I

remarked on the new arragement re charges for Medical attendance

and asked him for my account.

He replied, that of course he should not give me

one, as he never charged trained nurses. I again thanked him and

thought the matter ended.

Later on, he came to me and said he had just been

hearing I was in Government Service and that being the case of

course I was entitled to Medical attendance and he should send his

account in on arrival in Hongkong to the Government. I was not sure

if this statement was correct but said Mr. Hewitt if the P. & 0.

Co. could tell him. I arrived here in August, 1914, and have heard

nothing further until I got your first note last week.

Dr. Graham will confirm all I have stated if

required and particularly that I would have paid him, but he

refused. This being the case, no one has any right to force me to

pay now, what I would willingly have paid than and there and I

should wish it to be distinctly understood, I am not protesting

against Dr. Graham's claim from the Government, but if we are not

entitled to Medical attendance when on leave, then Dr. Graham

should have been told so and the matter ended. He would not and

never did send his account to me as my own private affair, or I

would have gladly and gratefully paid it.

I hope I have made the matter clear to you and that you will inform His Excellency the Governor, for as I have stated before, I am convinced he does not understand and it will be im- -possible for me to accept my monthly cheque with this amount deducted. If however Hia Wxcellency the Governor does not see his way to altering his decision, then may I ask that payment be deferred for the Secretary of State to be consulted.
